How to speed up indexing for service landing pages?

I’m working on a lead generation site in the legal niche with landing pages for different services — family law, corporate law, personal injury, etc. Even though the content is original and structured well, most of the pages don’t show up in Google weeks after publishing. I’ve done everything “right” — sitemaps, schema, internal links, unique meta data — but still can’t get consistent indexing.
